As a management consultant, Frans has developed training material for (and present training to) public managers in Strategic Planning, Policy-making, Project Management, Public Financial Management and Public Performance Management (including Monitoring and Evaluation). He has also compiled strategic plans and performance plans for government and provincial departments, implement Performance Management Systems and conduct risk assessments. As a trainer and academic, Frans has provided guidance to public officials during the period when the legislation transforming public administration and management were implemented. This included the Public Service Act, the Public Finance Management Act and the policy framework regulating public service delivery.
